适用Telegram的DrWebBot升级

此次升级后负责对象侦测的关键组件DrWebBot Checker对链接的扫描更为高效。
同时修改了对feedback指令的执行规则。
消除了链接处理错误，避免将文件名称误判为链接。
使用此工具只需在Telegram找到账号 @DrWebBot（或使用链接telegram.me/drwebbot），之后发送需要检查的文件或链接，Bot会立刻进行扫描并给出扫描结果。
