Doctor Web公司技术支持机器人更新

对机器人进行了下列改进：
- 添加了通过“Dr.Web知识库”发送反馈的功能（之前只能通过/feedback指令或机器人主菜单进行反馈）；
- 如果用户之前指定过界面语言，则在下次联系机器人时无需再进行指定；
- 修正了运行中发现的一系列错误。
